Problem with treadle feed dogs

Back in September I posted a question about whether I could use WD-40 to loosen up the screws to adjust the feed dogs on my treadle.
Well, I was able to loosen the screws and raise the "feed bar" slightly, but I still can't get the fabric to feed through. The feed dogs move when the wheel is turned but the fabric doesn't go anywhere.

Any help would be appreciated. I would love for this to be a working machine...

Good advice. I did try that already... Good news is that a mechanically inclined friend just figured it out for me. Yippee!!! It turns out that the lever that raises and lowers the pressure foot has two different positions for lowering it. Down is for thicker fabric and forward towards the operator is for thinner fabric. The instruction book doesn't mention the "forward" setting at all. Between the two "down" settings and the pressure screw at the top, the machine should accommodate a variety of fabric thicknesses. I'll post pictures later in case anyone else has a similar problem.
