I've always used human hair.. you dont get the weight but the natural oil in hair keeps the pins sharp, if you want it weighted, make a small base piece filled with kitty litter or long cook rice ( uncooked of course)...

I bought a big bag of walnut shells at my local pet shop, its used to line bird cages.

I've been looking for "doll making pellets' for the same thing....any idea where to find them???
