Actually, it does make up to a fairly nice looking quilt. You just have to like purples and teals (which I do, by the way). I did a mockup of the finished quilt in Photoshop.

Here's an idea to run by your sis: set your blocks "OnPoint" and alternate with a solid or almost solid purple color. Or, set them On Point and run your rows Diagonally. You will have some very strong Vertical and Horizontal lines, and it may settle well with your sensibilities. You can do this by copy/pasting cropped images of your own photograph, re-arranging them to see how it looks.

I'm a batik LOVER so that with your choice of pattern makes this one I'd love to have!! Everyone likes different things, but I'm guessing more people that you think will love this. Finish it up thinking about how much she said she liked the pic. You'll make her very happy.

You could set it with 3 inch strips so you won't have to make so many blocks. Personaly I love it too. Marvel

I already commented, but I do have one other
suggestion. When I saw the photoshop composite
of the entire quilt, I think one reason it's not working
is because you can't see the alternate block it creates,
    which is the little circle.

That really makes the quilt, so how about if you put
on the part of the block where when joined with other blocks, the circle forms, a brighter color, like a brighter
gold and a deeper alternate color. It's hard to explain without having a picture to illustrate, but I think that
would break up some of the obvious purples and teals
and really make the quilt pop.

Also, the problem with adding sashing strips or putting the
blocks on point is that you loose the alternate block, which
again, makes the quilt pop in the right colors. I still think
it is a stunning block, but those changes would help, I think,
and you might like it better.

If she loves it, that is all that matters. I think it looks pretty good, wait and see when you have more than one together.
