When applying shellac with a rag such as french polish I put shellac on the rag then a few drops of linseed oil. This does keep the rag from sticking to the surface. The trick is to keep the rag moving and when finish make sure you polish off the surface if you stop on the wood you will stick and leave a mark and will have to do it over.

I have a problem. I have one spot that the shellac kerps peeling on. I put a little boiled linseed oil on, put a light coat on, started peeling. Took everything off, did it again, same spot doesn't want to get shellac. Third time, same thing.
