Someone in the neighborhood has one to sell,, she showed me pictures, I've not seen the machine in person.

Searching on the internet, I've come up short... is it difficult to find a manual and parts ???

Linn & Scruggs was a reseller - so you need to determine the Mfg of the machine. Then you'll be able to determine how hard it will be get a manual. Post a picture and it's very likely we can tell you who the mfg is. Some resellers bought from different Mfg, so even if you find something with that name, it may not be for the machine you are interested in.

Machines appear to be National but best to post a photo for more specific info. Similar manual and parts should not be a problem though life is easier with a good shuttle, plenty of bobbins and needles and no missing parts.

Hi,

You have a very nice Linn and Scruggs Rotary which was made by National SMCo. Not sure what parts you might need but here's a manual of the same model except motorized compliments of Smithsonian:

Your Rotary uses 20x1 Rotary needles also known as Eldredge Rotary, Boye 21, DD or DD1221, and a few others. These needles are longer than the standard 15x1. Bobbins are special also having a large diameter inside hole. Hopefully you have the bobbin case and bobbins but they do turn up on occasion if missing. The Rotary models were top of the line and a search of National sewing machine co should turn up lots of background info.
