    Main tools are a lathe that will chuck 3/8" brass for the washers, a bench grinder, and some clock or home made staking tools.

    Maybe you could McGyver a lathe from a non-working sewing machine?

    That is one way of doing it, I was thinking on turning solid ones.
    Staking tools are easy to make, and if you look on YouTube there are guysvmaking wood largest and small grinders with sewing motors.
    Also if you have a treadle cabinet you have most of an early lathe
