It's sleeping- definitely a night owl. I find such ads annoying. To me it's like looking at the garage and guessing about the car inside. Could be almost anything in mystery condition.

It's an interesting concept, and I almost bought one for the novelty of it, but the CL seller got stupid and tried to turn it into a bidding war.
I can't even comprehend how someone could pull that price out of their rear end, though.

Although the Singer 15 "wings" pattern machine you have is way too new to be part of my museum, I do have a friend who likes these vintage "electrified" models. Would you be willing to accept an offer of $50 for that machine? That seems to be about the standard for machines in this incomplete/unrestored condition. Cash of course.
