The only time that has happened to me is when I had a positive balance in my Paypal account. They will always take that money first before allowing me to charge or change payment methods. I over pay my Paypal bill to make sure I pay no interest, so this has happened to me a few times.
You may have a positive balance if you've returned an item and received credit for it already too.
