I keep seeing these neck scarves made out of batiks. They have self fringe, are about 10 to 12 inches wide and look about 45 inches long. Does anyone have any idea how to make them. I don't think batik will fringe. Not sure.

This one. One word of advise tho. Make the dowels a bit longer than it calls for. Ask me how I know. I also tweaked the handle area to make it a bit bigger. I seamed it straight across the fabric tabs and added smaller tabs made from woven belting to hold the dowel.
