I agree with katiebear1 - I don't understand how a fabric quilt would be safe on top of a stove. A gas stove will have a pilot flame and although an electric stove dosen't have such a flame accidents do happen that a knob could turn on. If the stove is not used then remove it and disconnect the fuel source.
If it's a vent issue have someone knowledgable and qualified check it out please.

This sounds like a bad idea waiting to happen even with a Jen Aire cook vent, but if you do decide to do one, I like the idea of putting it under the vent top grill but not on the top of the vent.
