This is beautiful and I think your plan for the white area is great. There is a technique called "continuous curve" that might work for the eagle. It's easy and fairly fast and can be done on a longarm or on a regular machine. There is a Youtube video that gives general instructions if you google continuous curve quilting.

I love your quilt top. I would try to do a diagonal curve from one upper corner to the opposite bottom corner to give it a look like the bird has feathers (not the regular feather design you see on many quilts).
