My dog had the same problem, the vet said it was fleas, although we never saw many on her, but the vet insisted that she had developed an allergy to fleas and gave her a steroid shot, then another, then another, but we couldn't keep spending all that money, especially since they became less and less effective. At the time our son was living in the house with his young daughter and when Tara's personality started to change, we had no choice, but to put her down. One of the hardest things I have ever had to do, but we had over 8 wonderful years with her, and Shepherds don't usually live much more than that. Hope you find the right answer.

Allergies. My son's dog does it every time they come to visit. The dog is part Jack Russell so not big and they give him about 1/3 of a Benadryl and that stops the itching.

Try giving her liquid benadryl. If that works, it is definitely an allergy. Our Furbaby is allergic to grass

If your dog is licking his feet, it is allergies. We give our pugs benadryl daily.

have you changed foods recently? if so suggest you change back. itchy skin is often caused by food allergies. another cause is infection, although from what you said unlikely. hope this helps

Allergies - spring and fall. Our vet says he sees more and more animals with this.

My vet calls it hot spots and has my cog on very low dose of Pretisone, but benedrill will work too. My dog has longish hair so I shave itin summer when it seemd to bother her the most. Take care.

I haven't read all the responses, but my idea is a different one from the others I read.
My neighbor had a dog, I think a lab, that did this so much he got open wounds. Same areas over and over. Back to the vet again and again with no success. Would get it cleared up, use a collar to keep the dog from getting to it, but when the collar came off, the dog was back at it. Eventually the vet decided the dog might have a 'nervous condition' and they put the dog on an anti-depressant. Both my neighor and I howled about this, but she was willing to give it a try, and I couldn't believe it but it worked. I guess the dog had some kind of OCD about this scratching thing. After about a year on the meds, they weaned him off and he was fine and didn't go back to his old habits.
