I just rolled up a scrap of felt and stuck in several of mine. Clean the hole out really well and you will see a TINY hole drilled through to where the shuttle swings, all you need is something to keep the oil there, but not just pouring through that hole. I made my felt a little "tall" so that when i put the cover plate on it squeezes it just a little to kinda force a little oil out into the shuttle "raceway" just a little amount is all that is needed too much and it soaks your thread and can lead to problems.

Having that oil wick in place and oiled really helps the overall "feel"bog thread machines, helps to mute the sound some and makes them generally "happier" or at least I think it does, they are not quieter per se, but the sound is smoother somehow. I think you will notice.
