I know one person who does it different ways for different effects. More often she quilts after appliqueing because she often quilts the interior of the applique because of size.

I make my top and do the applique before I add the batting and backing. That is unless I make a boo boo and want to cover it with applique.

I applique on the background then layer with batting and backing and quilt.
