I'm sorry but I do not remember the name of the product. It came in a roll and you just cut the pieces you need for your rulers. Cut them about 1/4" shy from each edge for the most perfect fit! It's clear so it does not affect the ability to see through the rulers! Hope this helps!

If you're only able to cut 2 layers, you probably need a new blade. I cut six with my large cutter.
Also try sticking adhesive sandpaper dots to the underside of the ruler, it will grip the fabric and prevent sliding. Put one at each corner and one in the center of the ruler.
That should solve your problem.
