You could probably take that off and make a new treadle top for it. In the meantime I'll just assume the original top sat in a barn for 50 years and was full of worms and rot.

The really sad thing is it looks like a nice Victorian dresser of some sort died in that conversion too. I'll try to convince myself both pieces had serious issues and couldn't be saved.
The top is too big for the stand. It looks top heavy to me.
