You couldn't go wrong for $1.00. Looks like it's about 80% dirt and grime and about 20% rust. You might be surprised how nice it looks with a little TLC. I have a couple in worse shape I plan to restore.
Those old White Rotaries are well made machines. I'd say in some ways a little more heavily built than a comparable Singer.

Thought I'd dig this back up. I had a good morning today. I picked up a Singer slant shank buttonholer in the burgundy case with extra cams and a mystery hand crank. I don't know what it came off of but it's not a Singer. I works but has a chip out of the porcelain handle and part of the mounting bracket is broken. I'll see if I can get a picture posted.

I just took a quick look at handcrank machines on Ebay. It's a dangerous place to look and not always the best reference source but the crank I bought today looks like it might fit a Frister & Rossman machine. They use a 2 piece U shaped bracket. The part that attaches to the machine is broken on mine.
I think I might be able to rig a new piece so I can use it with my Singer 27 that I want to convert to hand crank without drilling into the machine.

I'll get pictures posted today.
The two I'm aware of is the standard motor boss mount that everyone is used to seeing and one whose mount replaces the belt guard on the machine. That one was made for the model 27 machines.
I can't make it work with my Singer like I hoped. The arm that moves the wheel doesn't fit the Singer wheel well enough to work. I would have to make changes that I'm not willing to make.
