Outdoor water play of any kind is always a hit (use plenty of sunscreen)

Dominoes are great - as the original game, as building blocks, as match up the dots anyway you want, as create a line of dominoes to fall down (how many ways can you change the direction)...

Fisher-Price website has all kinds of ideas (not just ones with their toys)

Do they still make the 'paint with water' color books? Those were so much fun.

Twist ties can be lots of fun too.

Craft sticks and washable school glue

Shoestring and pony beads or macaroni

Fingerpaint with instant pudding (or the pudding cups)

Help "sort" your fabric scraps - by color, size, shape

Make a picture with scraps and washable glue
