Sulky makes the Solvy brand of washaway stabilizer. Vilene I think is more common in the U.K. But any brand that is water soluble will work.
The one I use from Joanns is made by pellon.

The one made by sulky is plastic and is difficult to hand stitch. The one by pellon is like a very light weight interfacing and is easy to hand or machine stitch thru. They are both sold in the interfacing section.

I have always used Crayola washable markers. They have variety of colors and I have never had a problem with the color washing out.
