I agree with Polkweed's method. The only other thing that comes to mind is for you to trace the numbers/letters and then use the tracing to make new letters you can sew on top of the old ones.

It is a stunning quilt and you would use up a lot of scraps. I agree $30. is a lot of money and there are tons of free quilt patterns on line and some lower cost patterns that use up a lot of scraps....

I've used minky from Hobby Lobby, it was fine, all minky seems slippery to me. I just take my time and make sure I don't stretch it while I'm sewing. I like sewing with it better than using fleece.
