How can you tell if a machine is just old or a Vintage Machine? How do you find out just how old it might be?

I need some help identifying this attachment....I do know that it is for a Singer 66 or a 9W....I am going to guess that it is a ruffler but there is not the usual number gauge on the top and every fifth tooth on the ratcheting device is deep into the "wheel" .....this one has been promised to Glenn so if you can help us out, we would really like to know what it is and how to use it......
